党的十六届四中全会明确提出,要使我们党始终成为科学执政、民主执政、依法执政的执政党。“科学执政”的提出,是世情、国情和党情深刻变化的迫切需要,体现了我们党对共产党执政规律的准确把握,实现了我们党执政理念的又一次飞跃。如何在实践中提高科学执政水平,笔者认为应着力从以下四方面入手。
The Fourth Plenary Session of the 16th Central Committee of the Party made it clear that we must make our party a ruling party that scientifically, democratically and rites by law. The proposition of “scientific governance” is an urgent need for profound changes in world affairs, national conditions and party conditions. It reflects our party’s accurate grasp of the law governing the communist party and another leap in our party’s concept of governing. How to raise the level of scientific governance in practice, I think we should focus on the following four aspects.
