我国是一个世界农药生产大国,而且是一个低水平的农药生产大国。无论在品种、质量、工艺、自动化方面,还是环境保护、营销服务、使用技术等等方面都与发达国家的先进水平存在很大的差距,特别是,产品同质化严重,一看到什么产品挣钱了,就跟风、起哄上马,结果往往是装置建成、开车投产之时,也就是该产品停产之日。本来很好的产品,一哄而上,导致一哄而下,大家都挣不到钱。我国农药工业的特点就是小而散,至今,全国三证齐全的农药企业约有1800多家,可是,2010年Top 10的农药销售总额仅有130亿元,约占全国农药销售总额的8%。所以积极支持企业做大做强,是当务之急,“十二五”规划全国农药企业数要减少30%,目标都是一致的。2009年2月25日1158公告发布之后,大规模的草甘膦生产企业积极贯彻落实公告,投入巨资和人力、物力,治理三废,研发30%或高于30%的草甘膦水剂或混剂,以实际行动响应政府号召,治理三废、保护环境,保护我们大家共同的家园。遗憾的是,部分草甘膦生产企业没有认真贯彻落实公告,而是企图利用混剂的概念,继续开发草甘膦含量低于30%的水剂,并以获得登记为理由,大力吹嘘和销售这些不符合1158公告要求的水剂,继续使用草甘膦生产的母液来生产草甘膦含量低于30%的水剂,污染环境,这是不能容忍的。我们发表这些调查报告和相关资料,就是为了让所有人明白,为什么要禁用10%的草甘膦水剂,为什么要求草甘膦含量必须在30%或30%以上,以达到支持创新、保护环境、净化市场,实现公平竞争的目的。我们殷切地希望全国所有农药工作者坚决、快速地贯彻执行1158号公告。
