一提劳改经济陷入困境,社会上不少的人会认为这是“天方夜谭”。在他们看来,劳改机关拥有廉价劳动力,为何亏损?而客观事实是,从八十年代中期开始,尤其是进入九十年代后,全国劳改系统全行业出现亏损,许多单位缺乏正常的业务经费,导致不少劳改机关上上下下为“找饭吃”奔忙,使得各劳改单位难以把主要精力投放到惩罚和改造罪犯的政治任务上,潜在性地加大了社会治安的严峻程度。面对这种状况,每一个关心劳改事业的同志都会深思:劳改经济为何会陷入困境?是新一代业务能力不如老一辈,还是“接班人”的管理水平不如“传班者”,回答必然是否定的。那么劳改经济陷入困境的原因究竟在哪里?出路又何在?本文试图对此谈点不成熟的看法,用以求教专家、学者及同行们:
Mentioning that the economy is in trouble, many in society will consider it a “fantasy.” The objective fact is that from the mid-1980s, especially into the 1990s, the whole nation’s labor reform system suffered losses across the industry, many units lacked normal operating funds, As a result, many labor-reforming organs have been bolstered by “looking for food and eating,” making it hard for various units of labor-reform units to devote their energies to the political tasks of punishing and reforming criminals, potentially raising the severity of public order. Faced with this situation, every comrade who cares about the cause of labor reform will ponder: Why is the labor reform economy in trouble? Is the new generation of business capability inferior to that of the older generation or “successor”? It’s negative. So what is the reason why the labor reform economy is in a dilemma?
