16年来辽宁省未成年人犯罪的走势及特点未成年人犯罪的走势1980-1995年的16年间,辽宁省未成年人犯罪的总量、犯罪的类型以及对犯罪人员的处理,呈现以下走势:1.未成年人犯罪总量呈稳步上升趋势(见附表一)。以1989年为分界线可明显看出,前9年(1980-1988年)犯罪总量始终在2900-5600人之间波动,后7年(1989-1995年)年犯罪总量则在5600-10100人之间波动,且前一时间段的最高峰值
