本文基于EIGamal公钥体制和多层次可验证共享方案，提出了一个多层次密钥托管方案．它不仅能有效地克服“公平公钥密码系统”中易受阈下信道攻击的缺点，而且能避免文献[1]中监听机构权力过大的现象．
Based on EIGamal public key system and multi-level verifiable sharing scheme, this paper proposes a multi-level key escrow scheme. It can not only effectively overcome the shortcomings of the sub-threshold channel attacks in the “fair public-key cryptosystem”, but also can avoid the over-power of the listening agency in [1].
