这次防总全体会议主要是分析今年的防汛抗旱形势,明确任务,部署工作。今年的防汛工作抓得早,去年冬天就开始准备,今年1月召开了全国防办主任会议,研究部署汛前各项工作。最近,国家防总组织由水利部负责同志带队的检查组,分别对七大江河防汛工作进行全面检查。刚才,恕诚同志汇报了去年汛后以来的工作情况,提出了防汛抗旱工作的安排意见。恕诚同志的汇报已经讲得很具体了,提出的工作安排意见很有针对性,各级防汛抗旱指挥部要认真落实。下面,我对防汛抗旱工作的几个重要问题讲点意见。
The anti-general plenary session mainly analyzed the situation of flood control and drought relief this year, clarified the tasks and deployed the work. This year’s flood control work was grabbed early and preparations were made last winter. In January this year, a meeting of chief defense officers of the National Defense Office was held to study and deploy various tasks prior to the flood season. Recently, the inspection team headed by the Competent Comittee of the Ministry of Water Resources of the State Prevention Organization has conducted a comprehensive inspection of the flood control work of the seven major rivers. Just now, Comrade Shucheng reported on the work since last year’s flood season and put forward suggestions on the arrangements for flood control and drought relief work. Sincere honest comrades have made a very specific report, the proposed work arrangements are targeted, flood control and drought relief headquarters at all levels should seriously implement. Next, I have some comments on several important issues concerning flood control and drought relief.
