高校图书馆因经费短缺等一系列因素的制约,而陷入困境,但另一方面又存在着图书重复购置而造成的巨大浪费。为改革不合理的管理体制,避免浪费,实现校内文献资源共享,就必须努力建构严密、科学的自我管理、自我发展的机制。在实现校内文献资源共享的基础上,逐步扩大文献资源共享的范围。图书经费拮据,馆藏图书锐减,制约了高校的人才培养。筹措图书经费有三种渠道:一靠上级增加拨款;二靠内部挖潜;三靠广开财源。
Due to the shortage of funds and other factors, the university library is in a dilemma, on the other hand, there is a tremendous waste caused by the duplication of books. In order to reform the unreasonable management system, avoid waste and realize the sharing of the university’s literature resources, we must strive to construct a rigorous and scientific self-management and self-development mechanism. On the basis of realizing the document resource sharing in school, the scope of document resource sharing is gradually expanded. Books funding constraints, library holdings dropped sharply, restricting the training of personnel in colleges and universities.
