以法治方式处理民族事务是建设法治中国的要求,也是推进国家治理体系和治理能力现代化的手段。上海市委市政府历来重视民族工作,按照中央要求认真贯彻落实民族政策和民族法律法规。上海各级民族事务部门主动适应现代化国际大都市的发展要求,不断提高民族事务依法管理水平,确保党的民族政策和民族法律法规落到实处,切实维护少数民族群众的合法权益,在全社会营造“三个离不开”与“两个共同”的良好氛围,不断提升城市民族工作的法治化建设水平。
Handling ethnic affairs with the rule of law is a requirement for building a rule of law in China and a means to promote the modernization of the state governing system and governance capacity. The Shanghai municipal government has always attached great importance to ethnic work and conscientiously implemented the ethnic policies and national laws and regulations in accordance with the requirements of the Central Government. The ethnic affairs departments at all levels in Shanghai initiatively adapted themselves to the requirements of the development of a modern international metropolis and continuously raised the level of administering ethnic affairs in accordance with the law so as to ensure that the party’s ethnic policies and laws and regulations are implemented in a down-to-earth manner and that the legitimate rights and interests of ethnic minorities are effectively protected. “Three inseparable ” and “two common ” good atmosphere, unceasingly promotes the urban ethnic work the rule of law construction level.
