1984年,海峡西岸的八闽大地涌动着改革开放的浪潮,如何加快福建改革开放和现代化进程,成为福建党政高层领导重视的问题。省委审时度势,及时确立了“以智取胜”的经济发展战略。在依靠科技振兴经济的大气候下,同年11月,经省委书记项南提议,省委、省政府委托省科协组织举办的首次科技月谈会在福州登台亮相了。这一崭新的民主科学决策形式——科技月谈会,一时在全国传为佳话。 科技月谈会历经15个春秋,至今已举办100次。月谈会受到历届省领导的重视和关注。据统计,先后有省领导200多人次出席听取专家意见。省委书记陈明义则是参加月谈会次数最多的省领导,达32次。

According to statistics, over 200 leaders of the province attended the meeting and listened to expert opinions. Provincial Party Secretary Chen Ming-yi is the provincial leaders who attended the monthly meeting the most, reaching 32 times.
