党的十六大把“社会更加和谐”作为全面小康社会的重要方面提了出来,十六届四中全会第一次明确提出“社会主义和谐社会”的概念,把建设和谐社会作为党的执政能力建设的重要方面。那么什么是和谐社会呢?和谐社会也不是没有矛盾的社会,只不过存在的矛盾一般不具有对抗的性质,同时这些矛盾由于处理得当也不会失去控制而导致社会混乱。和谐社会是从一个具体角度对社会状态的描述,它并不是指特定的独立的社会形态,而是特定社会形态的表现形式。追求和谐是人类孜孜以求的社会理想,但是在存在着阶级剥削和压迫的条件下,根本不可能实现真正的和谐社会。
The 16th National Congress of the CPC brought “more harmonious society” as an important aspect of an overall well-to-do society. The Fourth Plenary Session of the 16th CPC Central Committee first explicitly put forward the concept of “harmonious socialist society” and regard building a harmonious society as the party's governing Important aspects of capacity building. So what is a harmonious society? Harmonious society is not a society without contradictions, but the existing contradictions are generally not confrontational in nature, and these contradictions can not be out of control due to proper handling and cause social chaos. A harmonious society is a description of the state of society from a specific perspective. It does not refer to a specific independent social form, but rather a manifestation of a particular social form. Pursuit of harmony is a social ideal pursued by mankind, but under the conditions of class exploitation and oppression, it is impossible to achieve a true harmonious society.
