欧洲货币联盟的建设已经20年了,70年代初的维尔纳计划刚刚实施,就因严重的西方货币危机而搁浅。但是欧洲共同体的货币一体化仍然取得了一定的进展,并为70年代末建立欧洲货币体系奠定了基础。欧洲货币体系10年来基本上实现了建立一个货币稳定区的目标,促进了共同体内部贸易和经济的发展,为进一步推动欧洲货币联盟的建设创造了条件。今年6月召开的欧洲共同体政府首脑会议,根据德洛尔委员会提出的报告,决定重新推进欧洲货币联盟的建设。欧洲货币联盟建设的前景可能不会重蹈维尔纳计划的覆辙,它将会取得进展,但步履也将是艰难的。
The construction of the European Monetary Union has been around for 20 years. The Werner project in the early 1970s has just been implemented and has run aground by the serious Western currency crisis. However, some progress has been made towards the monetary integration of the European Community, laying the foundation for the establishment of the European Monetary System in the late 1970s. In the past 10 years, the European monetary system basically achieved the goal of establishing a monetary stability zone, promoted intra-communal trade and economic development, and created the conditions for further promoting the construction of the European Monetary Union. The EU Community Summit held in June this year decided to resume the construction of the European Monetary Union on the basis of a report submitted by the Deloitte Committee. The prospects for the construction of the European Monetary Union may not repeat the Wriner’s plan and it will make progress, but the pace will be tough.
