目的用SWOT分析法,探索规范食源性疾病监测工作,提高监测质量的策略。方法分析山西省食源性疾病监测体系的优势、劣势、机遇和挑战,运用SWOT分析法制定SO、WO、ST、WT策略,采取相应措施,评估相关措施效果。结果初步建立了横向到边、纵向到底的食源性疾病监测体系;建立了卫生监督协管服务与食源性疾病监测的联系通道;建立了逐级培训机制,规范化管理制度实施效果显著,监测质量逐年提高;实现了监测工作信息化,及时数据通报,为监管部门介入调查、采取针对性措施提供了依据。结论全社会参与食源性疾病监测报告不够,新版《食品安全法》执法力度亟待加大,信息化建设遇到瓶颈,缺乏可操作性强的诊断标准,食源性疾病健康教育需加强。
Objective To explore strategies for regulating foodborne disease surveillance and improving the quality of surveillance using SWOT analysis. Methods The advantages, disadvantages, opportunities and challenges of foodborne disease surveillance system in Shanxi Province were analyzed. The strategies of SO, WO, ST and WT were established by using SWOT analysis. Relevant measures were taken to evaluate the effect of relevant measures. Results The system of monitoring food-borne diseases from the horizontal to the vertical and the bottom was initially established. The communication channel between the health supervision and management services and the monitoring of food-borne diseases was established. The level-by-level training mechanism was established. The implementation of the standardized management system was remarkable. Improve the quality year by year; achieve the monitoring of work information, timely data notification for the regulatory authorities involved in the investigation, to provide the basis for targeted measures. Conclusion The whole society is not enough to participate in the monitoring report of food borne diseases. The law enforcement of the new version of “Food Safety Law” urgently needs to be intensified. There are bottlenecks in the informatization construction. There is a lack of operational diagnostic criteria. Health education for foodborne diseases needs to be strengthened.
