在加入世贸组织后,我国要进一步扩大对外开放,在积极合理有效地利用外资的同时,应加速发展具有比较优势的境外直接投资。我国目前有关境外直接投资的政策与法制管理不够完善,投资保护机制也不健全,难以适应现代企业参与国际竞争的需要。为此,我们必须借鉴国外的成功经验和国际惯例,紧密结合本国实际情况,不断完善境外直接投资的有关政策法规,加大政策鼓励和扶持的力度,对境外企业实行有效的保护政策,努力为国内企业发展境外投资创造更好的环境。
After China joins the WTO, China should further expand its opening up to the outside world. While using foreign capital actively, reasonably and effectively, we should speed up the development of overseas direct investment with comparative advantages. At present, the management of policies and legal systems concerning overseas direct investment in our country is not perfect enough, and the investment protection mechanism is not perfect either. Therefore, it is difficult to meet the needs of modern enterprises in participating in international competition. To this end, we must learn from the successful experiences of other countries and international practices, closely integrate the actual conditions in our country, continuously improve the relevant policies and regulations on overseas direct investment, increase the efforts in policy encouragement and support, and implement effective protection policies for overseas enterprises in an effort to Domestic enterprises to develop overseas investment to create a better environment.
