2016年,世界经济一直保持一种缓慢复苏态势,但进程缓慢、极不平衡。同时新的不确定因素增加,经济下行压力随之增大。对此中国财政部副部长、中央财经领导小组成员朱光耀分析认为,2016年国际货币基金组织(IMF)已多次下调全球经济预测,年初预测全球经济增速3.8%,现在预测全球经济增速3.1%。此外,IMF也于2016年度两次上调中国经济增长率,年初预测增长6.4%,随后又上调至6.6%,这便与中国政府所确定的“经济增长6.5%-6.7%”目标相吻合。
