同志们,羊年伊始,我们大家聚集在一起研究部署今年南水北调工程前期工作,一方面说明工作的重要性、紧迫性,另一方面说明水利部对这项工作的重视和支持。经过两天的讨论,会议今天就要结束了。围绕贯彻落实党中央、国务院关于南水北调工程的重大决策,加紧落实东线第一期工程和中线第一期工程前期工作,以及今年计划开工的单项工程,大家畅所欲言,进一步增进了理解,提高了认识,形成了共识,明确了任务。大会刚刚通过的会议纪要可以说明这一点。 根据会议讨论的情况,下面我讲4个方面的意见。
