省人民委員会同意財政厅关于建立农村人民公社一級財政的意見,现在轉发各地研究試行。建立农村人民公社一级财政,是进一步发揮公社管理財政积极性的重要措施,可以把統一領导同分級管理結合起来,加强对公社的財政监督,严格財务制度,最大限度地合理使用人力、物力、財力,促进农、林、牧、副、漁全而跃进,巩固和发展人民公社。各地应当选择三、五个公社积极进行試办,总結经验,在8月底以前全面推广。試办中,有什么問題,請随时上报。
