在之前的研究中,人们对运输基础设施和经济发展之间的关联进行了大量的论证,但是很少有关于贫穷国家基础设施投资成本的研究。本文将对中低收入国家交通基础设施的建设和维护单位成本的影响因素进行考察并且证明:(1)对于可比的道路建设活动,单位成本存在大量差异;(2)在对成本的环境因素进行考量之后,剩余的单位成本在冲突国家中极高;(3)有证据表明,腐败程度较高的国家成本也更高;(4)这些效应对于控制国家公共投资能力和商业环境十分可靠。我们的结论对于旨在改善贫穷
In previous studies, there was much evidence of the link between transport infrastructure and economic development, but few studies have been conducted on the cost of infrastructure investment in poor countries. This paper examines the factors that influence the cost of transportation infrastructure in low- and middle-income countries and proves that: (1) there are substantial differences in unit costs for comparable road construction activities; (2) (3) There is evidence that countries with higher levels of corruption are more costly; and (4) these effects are highly reliable in controlling the capacity of public investment in the country and in the business environment.
