This paper examines the factors that influence the cost of transportation infrastructure in low- and middle-income countries and proves that: (1) there are substantial differences in unit costs for comparable road construction activities; (2) (3) There is evidence that countries with higher levels of corruption are more costly; and (4) these effects are highly reliable in controlling the capacity of public investment in the country and in the business environment.
