本文通过对海西区经济财政发展现状的比较分析,探讨海西区财政政策与经济发展的关系,并采用数据包络分析的超效率模型,对海西区财政支出结构与经济发展关系进行实证分析,为财政支持海西区建设提供佐证。同时,结合当前宏观经济金融形势,从财政收入政策、财政支出政策和闽台经贸合作等方面,对新形势下海西建设的财政政策支持提出思考和政策建议。
Through the comparative analysis of the status quo of the economic and financial development in the Western Region, this paper discusses the relationship between the fiscal policy and economic development in the Western Region, and uses the super efficient model of data envelopment analysis to analyze the relationship between the fiscal expenditure structure and economic development in the Western Region. Financial support Haixi District to provide evidence. In the meantime, considering the current macroeconomic and financial situation, this article gives some suggestions and policy suggestions on the fiscal policy support for the construction of the Haxi under the new situation in terms of the fiscal revenue policy, the fiscal spending policy and the economic and trade cooperation between Fujian and Taiwan.
