当前,村委会的建设工作应抓住以下几个重点:一是抓发展村级集体经济。这几年,农村实行联产承包责任制后,村集体经济基础相对薄弱了。经济是社会稳定的重要基础,也是增加村委会凝聚力和吸引力的一个重要条件。李鹏总理在中央工作会议上的讲话中指出,农村的经济发展,牵涉到在农村巩固社会主义公有制的问题,也牵涉农村乡镇政府的建设,如果没有点经济基础,乡镇政权建设是很薄弱的,许多事情都办不了。因此,各级领导,特别是乡镇一级的领导,要把发展村集体经济,作为加强村委会建设的重要环节来抓。要充分发挥村级经济组织在发展经济中的作用,为农民提供产前、产中、产后的一系列服务。农业是国民经济的基础,粮食是基础的基础,任何时候都不能放松抓粮食生产。要重视对农业的投入,继续加强农田水利设施建设。各级各部门要牢固树立为基础服务的观念,为村委会发展集体经济服务,尽可能减少它们的负担。
