At the end of last century, the world ushered in a new economic form - the era of knowledge economy, human resources competition has become the new focus of international competition in the era of knowledge economy. In the report to the 17th National Congress of the Communist Party of China, we proposed that we stick to the strategic goal of “building an innovative nation.” At the National Talents Conference held in May 2010 and the National Education Conference concluded in August, General Secretary Hu Jintao and Premier Wen Jiabao highlighted the importance of talent resources as a national strategic resource and the importance of training high-quality and innovative talents.
