自2001年6月份开始,潍坊市卫生局在全市部分县、市、区进行了“两险共担、三方筹款、四个规范”的新型农村健康保障模式试点,旨在探索在市场经济条件下,建立筹资、补偿、管理新体制和科学运行机制的、具备较高保障能力的农村健康保障制度。
