近年来,国有企业下岗职工生活保障的再就业问题日益突出,引起了社会各界关注,继今年5月党中央、国务院在京召开国有企业下岗职工基本生活保障和再就业工作会议后,近日,中共中央、国务院又下发了《关于做好国有企业下岗职工基本生活保障和再就业工作的通知》(中发[1998]10号,下简称《通知》)。解决这一问题已刻不容缓地摆到了各级党委、政府的议事日程上来。 中共中央、国务院的《通知》认为,近年来出现职工大量下岗的现象,是计划经济条件下实行的就业体制和就业政策在经济转轨过程中的必然反映,也是长期以来重复建设、盲目建设以及企业经营机制深层次矛盾多年积累的结果。我们要建立起社会主义市场经济体制和现代企业制度,不可避免地要经历这样一个历史过程。妥善解决国有企业下岗职工基本生活保障和再就业问题,不仅是一个重大的经济问题,也是重大的政治问题,它关系着国有企业改革的成败,关系着社会稳定和社会主义政权的巩固。

The Circular of the CPC Central Committee and the State Council held that the phenomenon of massive lay-off of workers in recent years is an inevitable reflection of the employment system and employment policies implemented in the planned economy in the process of economic transition. It is also a result of repeated construction, blind construction and enterprises The result of years of accumulated contradictions in the operating mechanism. We must establish a socialist market economic system and a modern enterprise system. We must go through such a historical process inevitably. The proper settlement of the basic livelihood security and reemployment for the laid-off workers of state-owned enterprises is not only a major economic issue but also a major political issue. It is related to the success or failure of the reform of state-owned enterprises and the relations between social stability and the consolidation of the socialist regime.
