中共七大提出的建立无产阶级领导的联合政府的主张 ,因当时尚不完全具备实现的条件 ,且历史的演进又导向了内战 ,于是就产生了提出这一主张是战略目标还是策略口号的疑问。其实 ,建立联合政府是中国共产党经过长期探索所形成的新民主主义革命的战略目标 ;中共七大制定了“放手发动群众 ,壮大人民力量”的路线 ,完整地提出了建立联合政府的战略构想 ;由于抗战后期形势发生突变 ,中共调整了原有的战略部署 ,这一战略构想未能如期实现。
The proposition of a coalition government set up by the Seventh Central Committee of the Chinese Communist Party to establish proletarian leadership was still not completely fulfilled at the time and the historical evolution had led to the civil war and led to the question of whether this proposition was a strategic goal or a strategic slogan . In fact, the establishment of a coalition government is a strategic goal of the new-democratic revolution that the CPC has formed through long-term exploration. The Seventh Party Congress has formulated a line of “letting go and mobilize the masses and strength of the people” and put forward the strategic concept of establishing a coalition government. Since the situation in the latter part of the Anti-Japanese War changed suddenly, the CPC adjusted its original strategic plan and this strategic concept failed to be realized as scheduled.
