我市开展计划生育手术的医疗单位有59个,其中46个为厂矿、郊区基层单位,与市属、区属医疗单位比较,这些基层单位手术质量较差。为了尽快解决基层单位手术质量较差的问题,1986年开始,我们把抓基层的技术管理列为重点,逐步加强和完善了开展计划生育手术的技术、设备、人员三配套管理,使之成为一套较完整的管理体系,基层单位手术质量明显提高。我们三配套管理的具体内容是:
