学术期刊双向匿名审稿制度是国际期刊界普遍通行的一项规范化的制度,即在论文作者和论文评审者的姓名互不公开的情况下对稿件进行匿名评审,又被称为“双盲”审稿制度(Double-Blind Peer Review,DBPR)。与传统同行评议制度相比,它更能提升学术期刊的质量,保证用稿的公正性,减轻编辑面对“人情稿”的压力,减轻同行评审专家的评审压力。这一制度的顺利运行,需要相关配套制度的保障,尤其是匿名审稿专家数据库的建立。
Academic Journal Two-way anonymous reviewing system is a standardized system universally adopted in international journals, that is, anonymous review of manuscripts in the absence of the names of essay authors and essay reviewers, also known as “double-blind ”Double-Blind Peer Review (DBPR). Compared with the traditional peer review system, it can improve the quality of academic journals, ensure the impartiality of manuscripts, reduce the pressure of editors in face of “manuscripts” and reduce the pressure of peer reviewers. The smooth operation of this system requires the support of relevant supporting systems, in particular, the establishment of an anonymous reviewer’s expert database.
