集中阐述循环经济的基本内涵,根据中国矿业发展中生态环境破坏和资源浪费较大的现状,指出以最有效利用资源和保护环境为基础的循环经济是中国矿业实现可持续发展的必然选择,并探讨构筑以循环经济为核心理念和核心竞争力的矿业发展新模式。通过建立法规体系、发挥政府职能、引进先进技术等切实可行的措施,实现经济与资源、环境的协调发展,从根本上解决资源稀缺和环境污染两大问题。
Focusing on the basic connotation of circular economy, according to the current situation of ecological environment destruction and large waste of resources in the development of mining industry in China, it is pointed out that circular economy based on the most efficient use of resources and protection of the environment is the inevitable choice for China’s mining industry to achieve sustainable development. Explore the construction of a new model of mining development with circular economy as the core concept and core competitiveness. Through the establishment of a legal system, giving full play to government functions and introducing advanced technologies, practical measures have been taken to realize the coordinated development of economy, resources and environment, and fundamentally solve the two major problems of resource scarcity and environmental pollution.
