在制度变迁费用中,信息成本格外重要。因为在改变制度的过程中,信息的意义格外重大——不同决策主体行为选择的含义、不同利益相关者的反应、对有变革的认同、期望和目标的一致以及妥协的可能性——所有这些信息的取得、整理和交流,影响到制度变迁能否顺利完成。因此建立一种高效的决策信息通道,降低信息成本可以降低制度变迁的总成本,从而有效的推动制度变迁的进程。本文仅从这个角度——信息成本对制度变迁的影响——分析制度变迁问题,并以中国农村土地制度变迁经验为例试检验上述理论。
In the cost of institutional change, the cost of information is particularly important.
