对于任何一个领土广袤的国家而言,中央与地方的关系问题都是其政治的根本问题之一。中国的中央与地方关系发生了多次变动,但都跳不出“收死放乱”的怪圈。公共治理的兴起,为重新审视中央与地方关系提供了新的视角。通过对治理理论的借鉴,本文试图为新时期中央与地方关系的调整改革提供一个可供参考的向度。
For any country with a vast territory, the issue of the relations between the central and local governments is one of the fundamental problems of its politics. There have been many changes in the relations between China and the Central Government, but they all can not jump out of the vicious circle of “letting go of life and letting go”. The rise of public governance has provided a new perspective for reexamining the relations between the central government and local governments. Through reference to governance theory, this article attempts to provide a reference for the adjustment and reform of the relations between central and local authorities in the new era.
