After the September 18th Incident of 1931, the Chinese government tried to restrict its engagement with the Western powers including France to restrict Japan’s aggression and expansion toward China. After the war of resistance against Japan broke out in 1937, China paid more attention to the relations between the four major powers of the United States, Britain, France and the Soviet Union. They believed that these four countries are most likely to stand on the side of China and stop Japan from aggression against China. After Italy and Germany publicly adopted the policy of dehumanization and pro-Japanese, the national government amended the general principle of diplomacy. On June 6, 1938, Chiang Kai-shek announced at the Eighth Plenary Session of the Supreme National Defense Conference: On the occasion of Germany-Italy Alliance, the future foreign policy should be reopened and be reconciled with the common law countries of the United States, the United States, and the United States. this
