正如江泽民同志在党的十六大报告中提出的,实现工业化仍然是我国现代化进程中艰巨的历史性任务。信息化是我国加快实现工业化和现代化的必然选择。坚持以信息化带动工业化,以工业化促进信息化,走出一条科技含量高,经济效益好、资源消耗低、环境污染少、人力资源优势得到充分发挥的新型工业化路子,这是本世纪头20年我国经济建设和改革的主要任务之一。而要实现这一任务,必须有科学的实施战略和务实的发展路径,对信息化带来的机遇和挑战,对后发劣势和后发优势进行冷静、正确的分析,以有效防止网络环境下可能拉大差距的“数字鸿沟”现象。
