The world today is suffering increasingly and surgingly from the wave of new science and technology. Information technology, biotechnology, new energy technologies, new materials technologies, as well as space technology and marine development technologies have formed an unprecedented high-tech group. The surging and impacting of this hi-tech group will inevitably be the era of hurricane that has given qualitative changes to the productivity of mankind. Its power will surely and profoundly affect all countries in their modes of production, their lifestyles, and in all economic, social and cultural fields. For this reason, from now on, all countries in the world are facing its daunting challenge without exception. At this crucial moment, our party has made the right and wise choices in a timely manner, giving a fair and accurate assessment of the status and role of science and technology in the productive forces. It is of great significance and far-reaching significance. Marxism has always attached great importance to the position of science and technology in the productive forces. In his Critique of Political Economy (Draft 1857-1858), Marx pointed out: “Productivity also includes science.” Comrade Deng Xiaoping further clarified the new trends and experiences in world economic development since World War II in 1988 Put forward: “Science and technology are productive forces, but also the first productive forces.” The formulation of “primary productive force” is a big step forward in understanding the depth of understanding than the formulation of “productivity also” and “productivity in a latent form.” It is a brilliant summary of the proper status of science and technology.
