赋予各大单位一定的经费调剂权,是加大各级机动财力的重要内容之一,也是提高经费调控能力、寻求经费综合平衡的有效途径。认真执行这一规定,对于我军财力财权的进一步集中,促进现有经费结构比例趋向合理,提高经费综合保障能力具有一定的现实意义。但如果我们对其认识不当,在实际运用中就难免出现偏差。为保证经费调剂权的正确运用,必须从调剂权的作用、特性等方面进行深层的认识与思考。
