2005年,民政部启动了养老服务社会化示范活动。两年来,各级政府和民政部门把推进养老服务社会化作为应对人口老龄化挑战、满足社会养老服务需求的有效手段,作为完善社会保障体系、提供公共服务的重要内容,加强领导,统筹规划,分步实施,使养老服务社会化示范活动在全国范围内蓬勃开展。在这个过程中,各地立足本地人口老龄化发展的现状及趋势,对养老服务社会化的途径和方式进行了积极探索,大胆创新。本刊特设“养老服务”专栏,对各地独具特色的典型经验和做法进行报道,为各地开展养老服务社会化提供一个相互学习、沟通、借鉴的平台。
