2003年1月中旬,刚刚走上人民政协政治协商、民主监督、参政议政舞台的北京市政协委员、北京社会生活心理卫生咨询服务中心(以下简称“中心”)主任李晓童,就在市政协十届一次大会上发表意见,认为精神健康工作虽然不像反恐防暴那样对社会的安全稳定作用明显,但其稳定国家社会的持久作用同样重要,并就此提出提案,建议政府从长计议,增加投入,大力推进北京市心理卫生咨询服务工作的开展。她认为,若不加强这一工作,我们将难以面对2004年在北京召开的世界心理卫生大会,难以应对2008年奥运会对北京社会安全稳定的要求。此后不久,SARS 疫情便向北京袭来。SARS 造成的惨痛悲剧,使恐惧、焦虑、惊慌失措等情绪,像病毒一样在京城广泛扩散弥漫,还曾一度形成人潮外流、商品抢购等社会躁动现象。严峻的事实证明,李晓童的担忧绝非杞人忧天。

The grim facts show that Li Xiaodong’s worry is by no means worrying.
