中国能源研究会第四届全国会员代表大会,于1995年8月8—9日在北京召开。来自全国25个省市自治区能源研究会、中国科协、国家科委、国家计委、国家经贸委等部门,高等院校、科研设计单位、大型企业和有关学会的领导、专家学者,以及会员代表和本会顾问共200余人参加了会议,中国科协李振声副主席出席会议并致贺词。 这次代表大会的议题是:(1)审议中国能源研究会第三届理事会工作报告;(2)修改本会章程;(3)审议本会财务报告;(4)改选理事会及领导机构;(5)学术报告。 第三届理事会副理事长石定寰同志主持了开幕式,理事长杨纪珂教授发表了热情洋溢的讲话,他回顾了中国能源研究会创建15年来,在中国科协的领导下,在国家科委、国家计委、国家经贸委及原能源部和电力、煤炭、石油、农业、核工业、环保等有关部门的大力支持下,中国能源研究会发挥了多学科、跨部门和人才荟萃的优势,积极参与国家重大能源决策的研究,提出了我国存在“能源危机”的论点,组织能源专家撰写并向中央报送了《缓解我国能源危机的13条建议》等一系列颇有见地的建议,得到了中央领导的肯定和重视,显示了中国能源研究会初期的辉煌。尔后,相继取得了《国家能源技术政策要点》、《2000年的中国能源》、以及《节能法大纲》等诸多软科学研究成果
