1999年在中国历史上,将是具有特殊意义的一年。中国人民将庆祝建国50周年,中国政府将恢复对澳门行使主权,我们还要隆重纪念“五四”运动80周年。国有企业改革完成三年脱困目标进入第二个关键年;国务院机构改革已成功启动,地方机构改革任务繁重。今年真的是喜事多、大事多,热点、难点也多。经济建设是我们全党、全国工作的中心,根据中央的部署,今年经济工作的总体要求是:高举邓小平理论伟大旗帜,深入贯彻落实党的十五大和十五届三中全会精神,
In the history of China in 1999, it will be a year of special significance. The Chinese people will celebrate the 50th anniversary of the founding of the PRC. The Chinese government will resume its exercise of sovereignty over Macao. We will also solemnly commemorate the 80th anniversary of the May Fourth Movement. The goal of state-owned enterprise reforms to complete the three-year struggle to get rid of difficulties has entered the second critical year; the State Council’s institutional reform has been successfully launched, and the task of reforming local institutions is arduous. This year is really a lot of happy events, big events, hot spots, and many difficulties. Economic construction is the center of our entire party and nationwide work. According to the deployment of the Central Government, the overall requirements for this year’s economic work are to hold high the great banner of Deng Xiaoping Theory and thoroughly implement the spirit of the 15th National Congress of the Party and the 3rd Plenary Session of the 15th Central Committee.
