地质勘查单位属地化管理前是中央部委管理的事业单位,其工作经费由中央财政拔付,2009年属地化管理后归属省政府主管部门管理,其性质属公益一类事业单位,工作经费由省级财政拔付。产业结构由地质勘查、工程施工、勘察测绘和多种经营等四大产业构成。地质勘查单位虽然是公益一类事业单位,但财政保障比例不高、资金缺口较大,因而要从事市场经营活动,获取经营收入来弥补财政经费不足。地质勘查单位“戴事业的帽子走企业的路子”的特殊性,决定了地勘单位财务管理工作自身也具有特定的职能作用,可以对于单位的管理过程提供综合、全面、系统的反映,并且实现对单位的监督与控制,保证单位经济秩序的政策,提高单位经济效益获取能力。地质勘查单位对于我国的基础发展有着重要的意义,其内部经济结构的改变是保证其长足发展的关键。随着市场经济体系的不断变化,客观条件的影响下,地质勘查单位也必须实事求是的对于自身管理工作进行创新,构建完善的内部财务管理体系,保证自身的生存和发展。
