公司多种经营企业发展刍议

自1985年上海石化首批成立14家利用母体厂原料和产品进行小型简单的加工服务型的三产企业开始,三产蓬勃发展,最多时企业总数达137家。这些企业虽也取得了一些成绩,少数也有办得较好的,但总体上看,由于受历史条件限制,问题不少,呈现了投资渠道分散、规模偏小、管理混乱、经济效益差、生存竞争力低等问题。具体实践上背离了开办时分流富余员工这一根本宗旨,也与规范运作的股份公司极不相称。经1994年至1998年连续近五年的清理整顿,在此基础上成立了上海石化企业发展有限公司,作为股份公司三大子系统中的一个子系统,来集中统一管理股份公司经清理整顿后的多种经营企业。股份公司时企发公司赋予了分流主业转岗员工和母公司新利润增长点这样的重任。现在的企发公司到底能不能担负起母体公司所赋予的重任,其差距何在,怎样才能真正担负起母公司赋予的重任,也就是企发公司的路该怎么走,这就是本刊这一期重点要讨论的课题。这里先发表几篇,供大家思考,并欢迎大家参与讨论。 Since 1985, Shanghai Petrochemical Corporation has set up the first batch of 14 tertiary-manufacturing enterprises that use raw materials and products of their parent factories for small, simple processing and service.
