政府非税收入作为税收主体的必要补充和财政收入的重要组成部分,是保障各级政府正常运转,促进社会经济事业发展的重要财力。近年来,天水市非税收入呈现快速增长趋势,其规模不断扩大,占地方财政收入的比重也不断上升。非税收入的快速增长在一定程度上缓解了财政压力,对平衡财政收支起到了积极的作用,但其过快增长,不仅影响财政收入的质量,影响财政可用财力,也不利于促进财政收入持续稳定增长和提高财政收入水平。近期,课题组调查了天水市2007-2011年的非税收入数据并分析如下。
