在经济新常态下,海关应把握大逻辑、大市场、大平衡和大通关。在中央全面深化改革工作部署中,海关应牵头推进内陆和沿海的通关协作、加快海关特殊区域整合优化、改革海关监管体制。为落实一带一路国家战略,国务院和海关总署出台了一系列改革方案和指导性意见。推进改革必须遵循法治原则,让改革在法治的轨道上运行。海关法治指导思想应该调整,海关法律体系应该完善,海关职能、申报、关税、转关等法律条文应该修改,口岸一体化管理、跨境电子商务等新兴贸易业态海关监管应写进海关法。
Under the new economic normal, the Customs should grasp great logic, big market, major balance and major clearance. In deepening the overall deployment of the reform work of the Central Government, the Customs should take the lead in pushing forward the customs clearance and cooperation in the inland and coastal areas, speed up the integration and optimization of the special zones in the customs and reform the customs supervision system. To implement the strategy of the Belt and One Road country council, the State Council and the General Administration of Customs have promulgated a series of reform proposals and guiding opinions. To promote reform, we must abide by the principle of the rule of law and allow the reform to run on the track of the rule of law. The guiding principle of customs by law should be adjusted, the legal system of customs should be perfected, the legal provisions of customs functions, declarations, customs duties and customs clearance should be amended. Customs supervision of emerging trade formats such as port integration management and cross-border e-commerce should be incorporated into the Customs Law.
