目的探讨构建“五位一体”卫生应急管理模型。方法从卫生应急管理和危机管理的相关理论以及国内外危机管理模式研究入手,结合卫生应急管理现状,分析归纳卫生应急管理过程、“五位”构成主体及其相互关系。结果应急管理组织是核心力量,起主导作用;应急管理制度、应急处置队伍和应急后勤保障是基础力量,三者相辅相成;应急信息沟通是导向力量,为应急处置营造良好的社会环境。结论卫生应急管理体系是一个有机整体,其正常有效运作管理是要靠“五位”协同合作。
Objective To explore the establishment of “Five in One” health emergency management model. Methods Based on the related theories of health emergency management and crisis management as well as the domestic and foreign crisis management models, this paper analyzes and summarizes the health emergency management processes and the “five” constitutional subjects and their interrelations. Results The emergency management organization is the core force and plays a leading role. The emergency management system, emergency response team and emergency logistical support are the basic forces, and the three are mutually reinforcing. The communication of emergency information is the guiding force to create a good social environment for emergency response. Conclusions The health emergency management system is an organic whole. Its normal and effective operation and management depend on the cooperation of “five persons”.
