General Provisions Article 1 These Measures are formulated in accordance with the relevant provisions of the Ministry of Finance and the reality of our province in order to strengthen the management of lending projects in the province by utilizing foreign governments, standardize the reporting, lending, use and repayment of loan projects. Article 2 This set of measures shall apply to the administrative, business and enterprise units that use foreign government loans in the province as well as the units that lend and provide guarantees.
