本文从理论上分析了我国新型农村合作医疗制度(简称新农合)在促进农村人口医疗服务利用公平性方面所起的作用。研究发现,在不同收入水平的地区,这一制度对农村人口医疗服务利用的公平性呈现一种非线性的影响:在富裕地区这一制度的实施将有利于缩小贫富差异;相反,在贫困地区则未必能促进农村人口就医公平。因此,今后一个时期应注重细分不同人群的健康需求,有效实施医疗救助制度,提高补偿比例,覆盖基本医疗费用,从而使农村贫困人口真正从这一制度中受益,实现农村人口健康的公平发展。
This paper analyzes theoretically the role of the new rural cooperative medical system (NCMS) in promoting the fairness of rural population medical service utilization. The study found that in different income levels, this system has a non-linear effect on the fairness of rural population medical service utilization: the implementation of this system in rich areas will help to narrow the gap between rich and poor; on the contrary, The region may not be able to promote the rural population to seek medical treatment. Therefore, in the next period, we should focus on the segmentation of the health needs of different groups of people, effectively implement the medical assistance system, raise the proportion of compensation and cover the basic medical expenses so that the poor in rural areas can truly benefit from this system and achieve a fair and healthy development of rural population .
