All participating parties also adopted the work plan for the second phase of the negotiation. The new round of WTO negotiations on agriculture started in March 2000 on the basis of the relevant agreement reached at the conclusion of the Uruguay Round. In the past year, 125 of the 140 members of the WTO made a total of 44 negotiation proposals. WTO Director-General Mike Moore commented that almost all WTO members, large and small, have made a comprehensive proposal in the first phase of the negotiations.
