美国在90年代为了在基因圈地运动中抢占先机,在审查中有意降低了基因专利实用性的审查标准,授权了大量不应该获得的偶然性专利,严重侵害了公共利益,尽管我国基因资源丰富,但研发水平尚待提高,因此应该提高实用性的审查标准,使之符合我国生物技术的发展现状,防止发达国家在我国进行基因圈地。
