全国一盘棋,簡单说来,就是全局观点。这是我們进行阶級斗爭和生产斗爭必须遵守的一条重要的原則。早在一九三六年,毛泽东同志在“中国革命战爭的战略問题”一文曾指出:“說‘一着不慎,滿盘皆输’,乃是说的带全局性的,即对全局有决定意义的一着,而不是那种带局部性的即对全局无决定意义的一着。下棋如此,战爭也是如此。”一九五七年,毛泽东同志在“关于正确处理人民内部矛盾的问题”一文中又指出:“我們作計划、办事、想问题,都要从我国有六亿人口这一点出发,千万不要忘記这一点。”这就是說,全国一盘棋的方針,并不是新问题,毛泽东同志早就以全局观点即一盘棋思想教育全党全軍。在中国革命战爭史上,到处都闪耀着这种偉大战略思想的光辉。
