草原多处于不发达地区,当地草原执法人员法律意识淡薄,农牧民也不知如何用法律来维护自身利益,草原保护未完全达到法制化管理。同时,现今草原立法仍存在着一些不足。所以,树立草原保护法制意识,理顺《草原法》与其他法律的衔接,加快完善有关具体配套法规,对违法行为的处罚标准细化,就显得尤为重要。文章从法条入手,在理论层面上,分析了内蒙古草原执法环境存在的各种问题,以期寻找有效的解决方法。
Grassland mostly in underdeveloped areas, law enforcement officers in the local grassland awareness of the law is weak, farmers and herdsmen do not know how to use law to safeguard their own interests, grassland protection has not fully reached the legal management. At the same time, there are still some shortcomings in the grassland legislation. Therefore, it is particularly important to establish awareness of the legal system of grassland protection, straighten out the connection between Grassland Law and other laws, speed up the improvement of specific supporting laws and regulations, and refine the penalties for illegal behaviors. Starting with the law, the article analyzes various problems existing in law enforcement environment of grassland in Inner Mongolia in the theoretical level in order to find an effective solution.
