1988年国务院批准的水利部“三定”方案,1993年2月16日颁布、3月1日起施行的《河南省〈水法〉实施办法》,都明确规定了水利行业管理的内容,但到目前为止,不少人,包括我们水利部门本身的一些领导,对什么是行业管理,水利行业管理的内容、职责是什么,为何要加强水利行业管理,如何加强水利行业管理等知之甚少,甚至一无所知。因此,贯彻水法、水法规,振兴水利基础产业的当务之急是强化水利行业管理意识。本文拟就上述问题谈谈自己肤浅看法,与大家共商榷。
