While there are still some flaws in the buying and selling of technology, ideas, knowledge or information in the market, there is growing evidence that they are much more commonplace than before. In this article, the authors argue that these markets have changed the traditional notion that firms want to introduce inventions only for the purpose of developing technologies within the enterprise or simply to develop technologies that capture the downstream assets needed to produce and sell the goods. This change affects both technology users (who can “buy technology”) and technology providers (who can “sell” technology). The article also discusses the other effects of this change, notably pointing out that “creative work division of labor” can become a powerful mechanism in international technology transactions. The article analyzes an interesting example: a chemical process is promoted from developed countries to developing countries through intermediary companies specializing in development and supply technologies. The article concludes with a discussion of national policy issues in the context of a global technology market
