近几年来,我省财政资金供需矛盾日益突出,特别是今年遭受了严重的洪涝和干旱灾害后,减收增支因素很多,财政形势十分严峻。造成当前财政困难的原因虽然是多方面的,但机构、人员膨胀,讲排场、摆阔气、铺张浪费等是重要原因之一。今年1～7月,仅行政管理费支出就比去年同期增长11.8%,大大超过同期财政收入的增长水平,加剧了财政资金供需矛盾。为了强化管理、紧缩开支,特作如下通知:
In recent years, the contradiction between the supply and demand of finance funds in our province has become increasingly prominent. Especially after this year’s severe floods and drought disasters, there are many factors that reduce the revenue and expenditures, and the fiscal situation is very grim. Although the reasons for the current financial difficulties are manifold, one of the important reasons is the inflating of institutions and personnel. From January to July this year, only administrative expenses increased by 11.8% over the same period of last year, greatly exceeding the growth of fiscal revenue in the same period and aggravating the contradiction between supply and demand of fiscal funds.
